Condominiums are an increasingly important part of Manitoba's supply of housing and are "booming". They are sought by empty nester "Boomers", as starter homes, and for the home ownership with more freedom that they provide. Condominiums in Manitoba are being incorporated at unprecedented rates. New legislation passed in June (Bill 40) will positively impact the development process and management of condominiums for builders, boards, managers and unit owners. The Condominium Act of Manitoba was more than 42 years old. Revising The Act is part of Manitoba's five-year plan for stronger consumer protection. The changes are meant to ensure fairness for condo buyers, for those who build them, and by those that manage their condominiums as developers and directors. CCI Manitoba has been a key contributor to Bill 40 and the "Changing Times" title for this year's Conference and Trade Show reflects the legislation. The first CCI conference session and a round table discussion will focus on providing an overview of what revisions will mean to condominium owners and boards. Issues addressed by the changes include: Providing more time for purchaser's to review documentation before offers to purchase are binding; More information about condominiums under development and existing condominiums is to be disclosed to purchasers... Reserve Fund studies will be required within a specified time and to be updated periodically. They will establish annual contributions; the ideal Fund balance to meet repair and replacement costs and; studies and Fund balances must be provided to prospective buyers.
